Enclosure c.4(c) to China Letter. No.1791/01034 of 29 November 1929.
The Commodore

Sir,
PREVENTION OF FRACY - CHINA COAST.
GOVERNMENT RECOMMENDATIONS.
We refer to the meeting held on board H..S. "KENT" on the 12th. ultimo to which the Cormander-in-Chief was good enough to invite our representative. His Excellency brought to the notice of the meeting certain recommendations for prevention of Piracy on the China coast made by the Committee of Imperial Defence and approved by His Majesty's Government which he asked us to consider and to forward to you comments and suggestions in connection therewith.
We have the honour to inform you that the recommendations in question have been placed before our Principals in Calcutta, Managing Agents of the British India Steam lavigation Company, Ltd,, and we are advised by them that they have forwarded a copy of same to the Company's Secretary in London.
Meanwhile with regard to recommendation number 3, wc would say that in the opinion of the managing Agents and ourselves the provision of guards privately controlled by the Company is not likely to prove satisfactory and, as regards recommendation number 5, we are of opinion that examination of passengers and their baggage by the ship's personnel is impracticable and would result in passengers refusing to travel in the ship where such a practice was resorted to.
We have the honour to be,
Sir.
Your obedient Servants,
